The petitioner is aggrieved that her application for transfer remain stalled since 23 March, 2022 on the ground that alternative arrangement could not be made possible by the District Inspector of Schools (SE), Dakshin Dinajpur.

This Court, therefore, directs the District Inspector of Schools (SE), Dakshin Dinajpur in consultation with the Central School Service Commission to continue to put in efforts to identify an alternative teacher to work in place of the petitioner within a period of four weeks from date.

With the aforesaid directions, the instant

petition shall stand disposed of.

There will be no order as to costs.

অভিযোগ, "স্কুল সার্ভিস কমিশন (School Service Commission), দক্ষিণ দিনাজপুর জেলা স্কুল পরিদর্শককে জানিয়েও কোনও সুফল হয়নি তাই আদালতের দ্বারস্থ হওয়া।" সব পক্ষের সকল জবাব শুনে বিচারপতি রাজাশেখর মান্থা নির্দেশ দেন, সেন্ট্রাল স্কুল সার্ভিস কমিশনের সঙ্গে পরামর্শ করে জেলা পরিদর্শক (এসই), দক্ষিণ দিনাজপুর আগামী চার সপ্তাহের মধ্যে আবেদনকারীর জায়গায় কাজ করার জন্য বিকল্প শিক্ষক চিহ্নিত করার প্রচেষ্টা চালিয়ে উপযুক্ত পদক্ষেপ করবে (SSC Calcutta High Court)।

অর্থাত্‍ দক্ষিণ দিনাজপুর জেলার মধ্যে অন্য কোনও স্কুলে থাকা ইতিহাসে শিক্ষক এখন এই হজরতপুর জুনিয়ার হাই স্কুলের ইতিহাস শিক্ষক পদে যুক্ত হবেন। এবং এই বিষয়ে (SSC Calcutta High Court) খোঁজখবর নেওয়ার কাজটি করবে স্কুল সার্ভিস কমিশন এবং দক্ষিণ দিনাজপুর জেলা স্কুল পরিদর্শক নিজেদের মধ্যে সমন্বয়ের মাধ্যমে। শিপ্রা মণ্ডলের আইনজীবী অঞ্জন ভট্টাচার্য জানান, সিঙ্গেল টিচারদের বদলির ক্ষেত্রে রাজ্যজুড়ে অনুরূপ সমস্যা অনেক শিক্ষক শিক্ষিকার। দক্ষিণ দিনাজপুর জেলার মধ্যে আমার মক্কেলের বদলির বিকল্প শিক্ষক এখন কমিশন এবং জেলা স্কুল পরিদর্শককে দেখতে বলা হয়েছে। এই নির্দেশে আদতে রাজ্যের অনেক জেলায় বদলি চাওয়া সিঙ্গেল টিচারদের সুবিধা হবে।"

স্কুল শিক্ষক শিক্ষিকাদের বদলির ক্ষেত্রে ঘুষ চাওয়া, বদলির ক্ষেত্রে স্কুল পরিচালন সমিতির সভাপতির ছড়ি ঘোরানো এমনই একাধিক অভিযোগের সাক্ষী কলকাতা হাইকোর্ট। বিচারপতি অভিজিত্‍ গঙ্গোপাধ্যায়ের কড়া পর্যবেক্ষণে সেই ট্রেন্ড এখন অনেকটাই কম।
