বড়দের টেটের ধাঁচে কড়াকড়ির মধ্যেই আগামী বছর জীবনের প্রথম বড় পরীক্ষা মাধ্যমিকে বসবে ছাত্রছাত্রীরা। অ্যাপ, সিসিটিভিতে নজরদারি, জিপিএস ম্যাপিংয়ের মাধ্যমে পরীক্ষা কেন্দ্রের ছবি তোলা, ইত্যাদি নানা নয়া ব্যবস্থায় আগামী বারের পরীক্ষা কেন্দ্রগুলিকে কার্যত হাইটেক দুর্গে পরিণত করছে মধ্যশিক্ষা পর্ষদ। শিক্ষা মহলের একাংশের মতে, প্রাথমিক টেটের আয়োজন থেকে শিক্ষা নিয়েই এমন সব সিদ্ধান্ত।

সূত্রের খবর, পৌনে ১০ লক্ষ পরীক্ষার্থী হবে ধরে হাজার তিনেক স্কুলেকে পরীক্ষা কেন্দ্র হিসাবে চিহ্নিত করেছে পর্ষদ। ঠিক হয়েছে, পরীক্ষার দিনগুলিতে পর্ষদ-প্রতিনিধির দায়িত্বপ্রাপ্ত অ্যাডিশনাল ভেন্যু সুপারভাইজাররা অ্যাপের মাধ্যমে নিরন্তর নজরদারি চালাবেন। পর্ষদই সেই অ্যাপ তৈরি করছে। এত দিন পর্ষদ প্রতিনিধিরা এসএমএসে নজরদারির কাজ চালাতেন। পরীক্ষা চলাকালীন কেন্দ্র থেকেই পর্ষদ কর্তাদের নানা বিষয় জানাতেন তাঁরা।

ঠিক হয়েছে, মাধ্যমিকে প্রতিটি পরীক্ষা কেন্দ্রে ন্যূনতম তিনটি করে সিসিটিভি ক্যামেরা বসাতে হবে। কেন্দ্রের ঢোকা ও বেরোনোর পথ, প্রধান শিক্ষকের ঘর বা কন্ট্রোল রুম এবং যে জায়গা দিয়ে পরীক্ষার্থীরা বিভিন্ন ঘর বা শ্রেণিকক্ষে যাবে – সর্বত্রই বসবে সিসিটিভি। পরীক্ষা কেন্দ্রে ভাঙচুর চালালে, এত দিন যে স্কুলের ছাত্রছাত্রীরা পরীক্ষা দিতে আসত, সেই স্কুল থেকে জরিমানা নেওয়া হতো। কিন্তু এ বার স্কুলে জিপিএস অন করে পরীক্ষা শুরুর আগে ও পরে ছবি তুলে রাখতে হবে।

কেন্দ্রে কোনও গোলমাল হলে, সেই ছবি-সহ লিখিত অভিযোগ জানাতে হবে পর্ষদকে।

কোন স্কুলে, কখন এই গোলমাল হয়েছে, তার প্রমাণ রাখতেই এই ব্যবস্থা। যে স্কুলের পড়ুয়ারা এমন কাণ্ড ঘটাবে, সেই বিদ্যালয় ক্ষতিগ্রস্ত পরীক্ষা কেন্দ্রের ক্ষতিপূরণ না মেটালে পরীক্ষার্থীদের ফল উইথহেল্ড থাকবে। 

এমনকী, পরীক্ষার্থীদের সঙ্গে তাঁদের অভিভাবকরা পরীক্ষার প্রথম দিনও পরীক্ষা কেন্দ্রে ঢুকতে পারবেন না। এমন ব্যবস্থা এ-ই প্রথম। পর্ষদের বিধি মেনে সাধারণত শুরুর দিনটা অভিভাবকরা পরীক্ষা কেন্দ্রে ঢুকতে পারতেন। আগামী বার তা-ও হবে না। পরীক্ষা কেন্দ্রে চিকিৎসা ও নিরাপত্তার দায়িত্বে থাকা স্বাস্থ্যকর্মী ও পুলিশকর্মীরাও জরুরি প্রয়োজন ছাড়া মোবাইল ব্যবহার করতে পারবেন না। সকাল আটটায় প্রশ্নপত্র পৌঁছনো দিয়ে শুরু হয়ে কেন্দ্র থেকে উত্তরপত্র বেরনো পর্যন্ত উপস্থিত থাকতে হবে পুলিশকর্মীদের।

23 February থেকে 4 মার্চ পর্যন্ত মাধ্যমিক পরীক্ষা সুষ্ঠু ও শান্তিপূর্ণ ভাবে সম্পন্ন করতে ইতিমধ্যে ১০টি জেলায় বৈঠক করে ফেলেছেন পর্ষদের সভাপতি ও সচিব। তাতে মূলত পরীক্ষার দিনগুলিতে প্রশ্ন পাচার ঠেকাতে ও নকল রুখতে এই কড়াকড়ি বলে জানা গিয়েছে।

পরীক্ষায় কড়াকড়ি

■ পুলিশ ও স্বাস্থ্যকর্মীদের দায়িত্ব জানিয়ে বিজ্ঞপ্তি দেবে জেলা প্রশাসন

■ পরীক্ষার সময়ে কোনও কেন্দ্রে পরিদর্শন নয়।

■ নির্দিষ্ট সময়ের আগে খাতা জমা

এ ব্যাপারে জানতে পর্ষদ সভাপতি রামানুজ গঙ্গোপাধ্যায়ের সঙ্গে শনিবার ফোনে যোগাযোগ করা হয়। তিনি বলেন, 'মাধ্যমিক পরীক্ষার আয়োজন অত্যন্ত গোপনীয় বিষয়। এ ব্যাপারে সংবাদমাধ্যমের সঙ্গে এখনও কথা বলার সময় হয়নি।' তবে এত কড়াকড়ির পরও মালদা, মুর্শিদাবাদ এবং উত্তর দিনাজপুরের কিছু পরীক্ষা কেন্দ্র পর্যদের কাছে যে চ্যালেঞ্জ, তা মানছেন বিকাশ ভবনের কর্তারা। পরীক্ষা শুরুর ৭ দিন আগে পর্ষদের মনিটরিং টিম (জেলা ও মহকুমা আহ্বায়ক এবং সদস্যরা) কেন্দ্রগুলি পরিদর্শন করে স্কুল সম্পর্কে পূর্ণাঙ্গ রিপোর্ট দেবে। যাতে খামতি থাকলে পরীক্ষা শুরুর আগেই মেটানো যায়।

The results of the candidates will be withheld if the school whose students commit such acts do not pay compensation to the affected examination center. Even, the candidates along with their guardians cannot enter the exam center even on the first day of the exam. This is the first such arrangement. As per the rules of the board, usually the parents could enter the examination center on the first day. It won't happen next time either. Health workers and policemen who are in charge of medical and security at the examination center are also not allowed to use mobile phones unless it is necessary. The policemen have to be present starting from the arrival of the question paper at 8 am till the answer sheet is released from the center.

The president and secretary of the board have already held meetings in 10 districts to complete the secondary examination in a fair and peaceful manner from 23 February to 4 March.
