Duty of 1st Polling Personnel (Panchayat Election)
P-1 i.e. 1st Polling Personnel should keep or check the things received from DC (Distribution Centre) on the day before polling -
1. Marked Copy of Electoral Roll (in which you have to mark the voter list on polling day).
2. Ballot Papers (Gram Panchayat) - This will be given by the Presiding officer to the 1st Polling personnel on the polling day.
3. Voter slip (it is bundled in 50, it should be checked).
4. Male / Female tally sheet - to mark the number of polls every 2 hours for calculation.
5. Alternative documents list (list of those who can vote with any proof of identity, if a voter comes to vote with another proof of identity without bringing his EPIC, then to show whether the proof of identity he brought is in the alternative documents list The list will be useful.
6. . Stamp pad and ink should be kept because stamp pad ink may dry
7. Metal Scale (Main Ballot ও Counterfoil
8. Dustbin for tearing (Voter brings a slip to throw it when coming to vote, if there is no dustbin then return it to the voter). 9. PEN (You can use any link color pen except Marked copy mark Red ink & green ink color pen, so that it is easy to understand after marking in Marked copy).
In P-1, go through the following carefully or complete some tasks -
1. All the pages of the Marked Copy of Electoral Roll must be checked consecutively and the serial numbers of all the voters are correct. Marked copy has 3 types of sign
2. # (Hash) - This sign will be given next to the name of all the voters who have been corrected. Voters given * (asterisk) are deleted ie their names are omitted (they cannot vote).
ED (election duty) means all the voters of that booth who have received EDC (election duty certificate) cannot vote in that booth.
Deleted & ED voters will have the signature of the returning officer next to their name.
2. Voter Slip - It is better to do some work on the voter slip before the polling day. Part no. Write down, if there is space to give running serial number, write it down and initial the presiding officer (write it with blue color ink pen), keep it with distinguishing mark (don't write the voter's serial number only in the electoral roll).
3. Gram Panchayat Ballots Paper- Do not write anything here. Just check 3 things- Counterfoil and main ballot on the back right side of the Ballots Paper and if there is a distinguishing mark and if there is a presiding officer's signature. Another thing to check is whether the counterfoil and main ballot have the same serial number.
Voters will first approach the 1st polling personnel at the booth. Then the 1st polling personnel will take his Epic or the proof of identity that he has brought from him and see his name and serial number after seeing the slip he has brought and the 1st polling personnel will call loudly so that the polling agents in the booth can hear. After that, if the polling agents have any objection about that voter, then the 1st polling personnel will send that voter to the presiding officer. And if there is no objection, then in the marked copy of the electoral roll, next to her name - if female, mark below the name and next to the serial number, and if male, mark only below the name. Match the Epic card number of the voter with the Epic number in the Electoral Roll you have.
Then the 1st polling personnel will issue the ballot papers
* While issuing the ballot paper, on the counterfoil of the ballot paper, write the voter's Part No., Serial number and the document brought for voting in the document type box and sign it or take the tips of the thumb of the left hand. At the same time, the voter's serial number should be written on the Voter Slip.
* Then the 1st polling personnel will cut the counterfoil of the ballot paper with metal scale and give the main ballot and voter slip to the 4th polling personnel and ask the voter to go to him.
Then mark how many male and female voters voted in the 1st Polling Personnel Male / Female tally.
📌 Duty of 1st Polling Personnel (Panchayat Election)
📌 P-1 অর্থাৎ ভোটের আগের দিন DC (Distribution Centre) থেকে পাওয়া জিনিস গুলোর মধ্যে কি কি গুছিয়ে রাখবেন বা দেখে নিতে হবে 1st Polling Personnel কে -
1. Marked Copy of Electoral Roll (যে ভোটার লিস্টে আপনাকে ভোটের দিন marking করতে হবে)।
2. Ballot Papers (Gram Panchayat)- এটা ভোটের দিন Presiding officer দেবেন 1st Polling personnel কে।
3. Voter slip (বান্ডিল করা থাকে ৫০ টা করে ওটা দেখে নিতে হবে)।
4. Male / Female tally sheet - 2 ঘন্টা অন্তর অন্তর কত poll হলো তা calculation এর জন্য marked করার জন্য (DC থেকে নাও দিতে পারে তাই বানিয়ে নিলে ভালো। আমার কাছে আছে। আমি পরে share করবো)।
5. Alternative documents list (কোন্ কোন্ proof of identity দিয়ে ভোট দেওয়া যাবে তার list, কোনো voter যদি ওনার EPIC না এনে অন্য proof of identity নিয়ে ভোট দিতে আসে তাহলে ওনার আনা ঐ proof of identity ঐ alternative documents list এ আছে কিনা তা দেখানোর ক্ষেত্রে কাজে লাগবে ঐ list)
6. Stamp PAD ও সঙ্গে ink ও রাখতে হবে কারন stamp pad এর কালি শুকিয়ে যেতে পারে (টিপ ছাপ দিতে লাগবে)
7. Metal Scale (Main Ballot ও Counterfoil ছেঁড়ার জন্য)
8. Dustbin (Voter ভোট দিতে আসার সময় একটি slip আনে ওটা ফেলার জন্য, যদি না থাকে dustbin তাহলে ওটা ভোটার কে ফেরত দিয়ে দেবেন)।
9. PEN (Marked copy তে mark করার জন্য Red ink & green ink colour pen বাদ দিয়ে যেকোনো ink colour pen use করতে পারেন, যাতে Marked copy তে marking করার পর বুঝতে সুবিধা হয়)।
P-1 তে নীচের জিনিসগুলো ভালো করে দেখে নেবেন বা কিছু কাজ complete করে রাখবেন -
1. Marked Copy of Electoral Roll এর সমস্ত page গুলো পরপর ও সমস্ত ভোটারের serial number গুলো পরপর ঠিকঠাক আছে কিনা দেখে নিতে হবে। Marked copy তে ৩ ধরনের sign থাকে-
# (হ্যাশ) - এই sign যে সমস্ত ভোটারের নামের পাশে দেওয়া থাকবে তাদের correction হয়েছে।
* (Asterisk) দেওয়া ভোটাররা হলো deleted অর্থাৎ এদের নাম বাদ গেছে (এরা ভোট দিতে পারবে না)।
ED (election duty) অর্থাৎ ঐ বুথের যে সমস্ত ভোটার EDC (election duty certificate) পেয়েছেন ওনারাও ঐ বুথে ভোট দিতে পারবেন না)।
Deleted & ED voter দের নামের পাশে returning officer এর sign থাকবে।
2. Voter Slip - ভোটার স্লিপের কিছু কাজ ভোটের আগের দিন করে রাখা ভালো।
Part No. লিখে রাখা, Running serial number দেওয়ার জায়গা থাকলে তা লিখে রাখা ও Presiding officer initial করে রাখবেন (এগুলো Blue colour ink pen দিয়ে লিখবেন), Distinguishing mark দিয়ে রাখা
(শুধুমাত্র electoral roll এ ভোটারের serial number টা লিখবেন না)।
3. Gram Panchayat Ballots Paper-
এখানে কিছু লিখবেন না। শুধু ৩ টো জিনিস দেখে নেবেন- Ballots Paper এর পিছনে ডানদিকে Counterfoil ও main ballot এ একটি করে distinguishing mark দেওয়া আছে কিনা ও presiding officer এর sign আছে কিনা। আর একটি জিনিস দেখে নেবেন তা হলো- Counterfoil ও main ballot এর serial number একই আছে কিনা।
ভোটার বুথে প্রথমেই 1st polling personnel এর কাছে যাবেন। এরপর 1st polling personnel ওনার কাছ থেকে ওনার Epic বা যে proof of identity এনেছে সেটা নিয়ে ও ওনার আনা slip দেখে ওনার নাম ও serial number দেখে 1st polling personnel জোরে ডাক দেবেন যাতে বুথের মধ্যে থাকা polling agent রা শুনতে পান। এরপর যদি ঐ ভোটারকে নিয়ে polling agent দের কোনো আপত্তি থাকে তাহলে 1st polling personnel ঐ ভোটারকে presiding officer এর কাছে পাঠাবেন। আর যদি আপত্তি না থাকে তাহলে electoral roll এর marked copy তে ওনার নামের পাশে- মহিলা হলে নামের নীচে দাগ ও serial number এর পাশে ✓ দেবেন ও পুরুষ হলে শুধুমাত্র নামের নীচে দাগ দেবেন। ভালো করে ঐ ভোটারের আনা Epic card এর number এর সঙ্গে আপনার কাছে থাকা Electoral Roll এ থাকা epic number মিলিয়ে নেবেন।
এরপর Ballot papers issue করবেন 1st polling personnel
* Ballot Paper issue করার সময় ballot paper এর Counterfoil এ ঐ ভোটার এর Part No., Serial number ও ভোট দেওয়ার জন্য কি document এনেছে তা document type এর ঘরে লিখবেন আর ওনার sign করাবেন বা বাম হাতের বুড়ো আঙুলের টিপসই নেবেন। একইসঙ্গে Voter Slip এ ও ঐ voter এর serial number টি লিখতে হবে।
* এরপর 1st polling personnel Metal Scale দিয়ে ballot paper এর Counterfoil টি কেটে Main ballot ও voter slip টি নিজের হাতে 4th polling personnel কে দেবেন ও ভোটার কে ওনার কাছে যেতে বলবেন।
এরপর 1st Polling Personnel Male / female tally তে mark করে রাখবেন কতজন পুরুষ ও মহিলা ভোটার ভোট দিলেন।
